The Parties to the UNFCCC negotiating the SBSTA 38 agenda item 4: "Methodological guidance for activities relating to reducing emissions from deforestation and forest degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries" were finalising the draft text for COP19 in Warsaw, Poland in December 2013. The draft text has 23 paragraphs which covers key elements 1) National forest monitoring systems and measuring, reporting and verifying, 2) Forest reference emission level and or forest reference levels, 3) Safeguards, 4) Drivers of deforestation, 5) Non-Market-based approaches, and 6) Non-carbon benefits. Some of the proposed paragraph were deem unnecessary were deleted, some were edited, and others were left as they are. The drafting session will last until 8 pm this evening.
