The Philippine Army is not one of those named in Section 124 of the Fisheries Code as authorized to enforce fishery laws. They are neither a member of the National Law Enforcement Coordinating Commitee (NALECC) and therefore will not qualify under other enforcement agencies authorized to enforce fishery laws. Nevertheless, these limitations in law did not prevent Philippine Army units in assisting local government units enforce coastal environmental laws. In the Province of Camiguin, the Philippine Army has a patrol boat that provides the platform for the anti-illegal fishing task force to operate. In Pagadian, the Armys First Tabak Division participate as member of the Illana Baywide Enforcement Team. In Surigao del Sur, a company in Cantillan augments the local police in seaborne operations and in Cebu, the Central Command assigned two (2) full time members of the PA Special Forces Company to be part of the provinces anti-illegal fishing task force. These army personnel had been clothed with authority as deputized local enforcers issued by the local government units using the Local Government Code as the basis of deputation. It only indicates that if there is a will, there is a way.
