The Portland Police were out on Friday the 16th, taking shopping carts from people under the East side bridges. The law requires them to call the 800 number and report any abandoned carts they find, then wait 72 hours before taking custody of the cart. They think they can just take them wherever and whenever they find them. This was a planned field trip by five officers, including Officers Fort and Newby, as well as a supervisor and at least one Mounted Patrol officer. I expect the 24 hour notices will go up shortly, and all these peoples belongings, except what they can carry, will be taken and thrown away. Chief ODea appears to have more than doubled down on former Chief Reeses policy of harassing homeless with the intent of driving them from Portland.
