The Powers of Legislature. Vibrant legislative assembly exercises salient powers, including: 1. Legislation: Law making is the primary power of legislative assembly. It sets boundaries for acts and actions that are permissible and repulsive. 2. Appropriation: Legislature decides the amount of fund that executive can spend through budgetary appropriation. It approves the nature, character and magnitude of development through allocation to capital projects. 3. Oversight: Vibrant legislature exercises oversight responsibility to enforce executive compliance to budget implementation. This power limits executive incompetence and recklessness. 4. Representation: Legislature screens and approves executive appointees. It determines their integrity and emotional and physical stability. 5. Check and balance: Vibrant legislature limits the excesses of executive arm. It can impeach erring president or governor for violating its powers 1 - 4 above. Its time to close the books on docile legislative assembly. Say No to legislative bench warmers! Say No to legislative opportunists! Reject wrong pegs in right holes!
