The Senate Energy & Water Development Appropriations Subcommittee yesterday released the text of its bill for FY15. Although the subcommittee had approved it several weeks ago, the actual language had not been released to the public until yesterday. The measure provides ARC’s non-highway funding for the coming fiscal year. The bill contains $80 million for ARC. The report accompanying the bill specifies that of that amount, $10 million is for a “workforce training program in Southern Appalachia, primarily focused on the automotive supplier industry. The program will benefit economically distressed counties in Southern Appalachia. This funding shall be in addition to any funds otherwise directed to distressed counties.” Earlier this month the House passed its version of the bill, which contains $80.317 million, with $10 million of that allocated to continue a program of broadband deployment within distressed counties in Central Appalachia that have been most negatively impacted by the downturn in the coal industry. Congress is not likely to complete action on the bill before the beginning of the fiscal year. A short-term continuing resolution that would continue most programs at the FY14 funding level is expected to be needed until after the election.
