The Speaker of the House is elected by his congressional district, but has great power that affects all Americans. Speakers hold their position, in large part, by appeasing the other representatives of their party, which further obligates them to play partisan political games. Perhaps an amendment should be passed that replaces the Speaker of the House with a nationally-elected office holder who has the same powers other than only being able to vote on bills to break ties. Those elected to the position would require the approval of Americans as a whole rather than party members or voters of a single congressional district in order to keep their job. Perhaps those who hold such a position would be too afraid to hold up budget legislation that would easily pass in order to cause a government shutdown. What are the pros and cons? Should something similar be done for the Senate?
