The Tamil Nadu policy is targeting a capacity addition of 300 MW from rooftops of government owned buildings and 50 MW from rooftops of privately owned buildings. In order to encourage installations in the rooftop space the policy allows net metering at 240V, 415V and 11KV. This is significant, as the state is the pioneer in allowing net metering in India on a MW scale. Under the mechanism, two meters are set up along with a rooftop solar system: one which calculates the units of conventional power that is consumed by the owner of the rooftop system and another which calculates the amount of solar power the rooftop solar system feeds back into the grid. The owner of the rooftop system ultimately pays for the “net” difference of the power consumed, as calculated by the meter. (This mechanism is also often called “gross” metering).
