The U.S. Economic Development Administration has just released its new CEDS Content Guidelines to assist EDDs and others in developing their CEDS format and substance to create the most effective document possible. The Guidelines provide recommendations on what should be included in each of the required sections (Summary Background, SWOT Analysis, Strategic Direction/Action Plan, and Evaluation Framework), and suggests useful tools, resources, and examples. The Guidelines also emphasize the importance of incorporating the concept of economic resilience (i.e., the ability to avoid, withstand, and recover from economic shifts, natural disasters, the impacts of climate change, etc.) into the CEDS.
