The US shadow government was powerful enough in 1961 to defy President Eisenhower who finally threatened to invade area 51 with the 1st army from Colorado that they allowed the Presidents men access to the area. Eisenhower was a WWII general and a war hero and could do it. Today, on serious matters the President cannot refuse their recommendations. Case in point: Obama wanted to scale down the Afghan War and the shadow government run by 12 generals wanted a surge and thought they could outright win the war. The surge prevailed.
