The Village of Owego has been notified that twelve more homes have been approved for elevation by the New Your State Office of Historic Preservation (SHPO) and FEMA. These twelve homes are in the Owego Central Historic District or have historic significance that contributes to the historic district. There are conditions imposed to assure that the elevation will not negatively impact the historical significance of the home or of the streetscape. Elevations will vary from 5.5 feet to 1.5 feet in order to elevate a home two feet above the base flood elevation of a 100 year flood. FEMA plans to retain a contractor to monitor and document these elevations to serve as reference tool for future elevations in the Owego Central Historic District and other communities. This documentation will include photographs taken before, during and after the elevation, a narrative describing issues that arose during the design and implementation process, and a discussion of measures to be taken to preserve the historic character of the building. This information will be shared with the Preservation League of New York State, FEMA, SHPO and the Owego Historic Preservation Commission. Elevation of a building in a flood plain not only reduces the chance the home being flooded, but will also reduce the cost of flood insurance which is becoming more expensive. This makes a total of twenty seven homes in the Village of Owego that have been approved for a FEMA elevation grant. There are also nine properties that have accepted a buyout that have been approved and are ready for closing and removal. The Village of Owego is waiting for signed contracts for elevations and buy outs to be returned from the New Your State Office of Emergency Management in Albany.Elevations and buyouts can not proceed until these contracts are signed and received by the village.
