The William C. Brubaker Memorial Award is given in memory of Bill Brubaker, who passed away unexpectedly while deployed to Elwood, Kansas during the Missouri River Floods of 2011. Bill served the citizens of Kansas in the areas of public safety and emergency management for over 40 years, most recently as a Regional Coordinator for the Kansas Division of Emergency Management. One of Bill’s responsibilities was the development of deployable resources in the State of Kansas, which included disaster search & rescue. Bill’s tireless efforts and support for disaster preparedness and response, as well as training, were instrumental in the initial development of a statewide search & rescue capability in Kansas, as well as an annual technical rescue conference. In 2011, in memory of Bill Brubaker, the Kansas Search & Rescue Working Group and the Kansas Division of Emergency Management adopted the William C. Brubaker Memorial Award to be presented annually. The first award was presented in 2012 posthumously to Bill and accepted by his family. Last year’s winner was Staff Sgt. Mark Allgood, a section chief with the Kansas National Guard’s 1077th Ground Ambulance Company, Olathe, Kansas, and a firefighter with the Leavenworth County Fire Department. The William C. Brubaker Memorial Award is intended to recognize an individual, team or organization whose efforts exemplify the passion and dedication that Bill demonstrated for search & rescue in Kansas. This award may provide recognition in a variety of areas related to disaster search & rescue, including significant lifesaving efforts on a technical rescue incident or disaster response; training or program development related to technical rescue or disaster response; or any other significant effort that contributes to the furtherance of technical rescue or the search & rescue capability, either regionally or statewide in Kansas. Nominations for the William C. Brubaker Memorial Award should be in the form of a letter that includes detailed information about the individual, team, or organization being nominated, including a detailed narrative of how their efforts or actions have enhanced or promoted technical rescue or disaster search and rescue at the regional or state level in Kansas. Additional documentation including pictures, media articles, etc. should also be provided, if available.
