Watching the video suggests, though, that he is walking on the balls of his feet. That is the right way to do it. That is quite logical for 3 reasons: 1. Your next movement (forward, back, side, or swivel) will start on your heel so landing on your heel in the first place will keep you on the beat better. If you land on your heel, you will have the delay of transferring your weight to the ball of your foot (and you have to gather yourself for the next step). That is enough to put you behind the music 2. If your weight lands initially on the ball of the moving foot, that will mean that your weight is forward i.e. towards the lady. That means that she will sense your intention at a very early point and will find it easier to follow the lead. That applies both when walking in a straight line and when making a turning or circular movement. 3. For the swivels, the weight forward (hence ball of foot lead) matters. The ball of the foot lead is particularly important when the man is swivelling e.g. in the Molinete, Giro con Sacadas, the various Milonguero Turns, Zig Zag, and the Corriditas among other moves. When the man is making a swivel turn there is always a danger that as his weight goes backwards he will fall onto his heel. That serves as a break and makes the movement clumsy, breaking the flow. So chest forward means weight forward. By and large forget about your moving foot. The foot that moves you is the one contact with earth. Using that, push your chest forward (or back or sideways, depending on the move). The feet will follow.
