Lewin should have exposed the following absurdity: The US Administration accepts Israels unilaterally drawn municipal borders in the Western (pre-1967) part of the city only to then refuse to recognize Israeli sovereignty on the east side if that border. Why is Even Sapir in Israel but Ein Karen not Israel? According to the US policy that would be true, but without basis in fact or law. The only argument against Israeli sovereignty in West Jerusalem is if one wanted to rely on the Partition Plan and consider Jerusalem a corpus separatum. But that clearly isnt US policy. Ultimately, US policy is nothing more than a legally spurious and logically flawed way of punishing Israel for having annexed East Jerusalem.
