The area is still dominated by a tribal consciousness, and in tribal communities, physical dominance, power, control and annihilation of the other tribes is a paramount objective. Might makes Right when it comes to advancing a political agenda and many of the ordinary people are comforted by being in the shadow of a ruthless tyrant because is means security to them. Until Western countries really get that, we will try (and fail) to establish democracies in an area where democracies will be always be weak and crumble as soon as we withdraw our own physical dominance (ie., our military, and we will be wasting and destroying millions of lives and dollars in the process. This is why the IS hates us; we ignorantly fight them on their terms and it makes us look just like another big tribe they need to annihilate.
