The basis of new system of government in the constitution is to devolve substantial functions to the county government. This is to devolve 15% of national revenues to the county governments. It was Jubilees agenda to enact the law on devolution and that is why there is a docket under devolution. I have to ask ONE questions .... 1.If the government has gone out of its way and devolve up to 34% without a referendum and without the governors begging for it, what makes them think the government cannot give them more in future allocations?. I think Governor Rutto is ill motivated and is slowly becoming an irritant.....He seems to have some sort of thirst for cheap populism..It is selfish to put the nation in an election mood barely six months since it conducted a general election in the name of a referendum to amend the constitution...Isaack Rutto...Barin Ilat!!
