It rewards those with the most accurate understanding of the world, therefore incentivizing learning and discovery of market demand. What folly it is to see any zoning system as an enabler rather than the drag it no doubt has. People open businesses in anti-business America in spite of a corporatist government, not with any aid from its greedy, controlling hand. It is likely that soon, the entrepreneurial market will be driven out of business by minimum wage communism, regulatory smothering, and the highest corporate tax rate in the world. Get ahead while you are still an individual!
