The best, and probably the only fair method of eliminating gerrymandering in the process of congressional redistricting is through proportional voting systems. The problem is that proportional representation is a tough sell in the United States... EVEN AMONG PROGRESSIVES!! Although pr has been implemented, or at least seriously discussed at a national level in every other democracy in the world, Americans as a whole know nothing about it. People who have heard about it usually vaguely believe it has something to do with the difference between bicameral systems and parliamentary democracy... it DOESNT! My own liberal congressional representative, Jim McGovern expressed this ignorance in response to a letter I wrote him concerning the passage of legislation that would make pr possible in congressional elections. YOU know nothing about it. YOU ARE THE PROBLEM!!!
