The change in the political structure at the centre and viza-viz KPs return issue being considered among the key areas to be flagged by the Minister of Home Affairs (MHA),Govt; of India for action by Sh Narendra Modi ,new Prime Minister of the country after assuming his charge, has become a serious debate and discussion within the KP community and its organisations that what should be the strategy and the agenda of the community to put before the new Government at the centre. Kashmiri Pandit Conference(KPC) is of firm opinion that this political change in the country would be in favour of displaced Kashmiri Pandits ,of which KPs must take best advantage to get their problems and demands of sensitive nature mitigated and fulfilled. Earlier congress led UPA at the centre and NC-Congress ruling alliance in the State of J&K worked against our interests, ignored and isolated at the large extent. Kept KPs divided and engaged in infighting . Both these governments adopted lolly pup policies and schemes for displaced KPs to serve their interests. Now, when great change has come in the political environment of the country, KPs must also allow themselves to change and unite together to fight for sensitive and primary issues of the community after leaving leg pulling and in-fighting with each other. The return formula of previous Congress Govt; for displaced KPs to their homes and hearths in the valley had no approval of general KP displaced people as well as their organisations ,which was prepared by the beaurocrats of the state and centre, supported by a few individuals of our community ,ignoring the sensitivity of the issue. Return and rehabilitation of the displaced KPs is a sensitive issue related to the future of our progeny and existence of the community .Besides ,nothing has changed for displaced KPs so for in Kashmir as well as nothing has been discussed and resolved with us by the Govt; in this regard . Contrary to it, our land and property has been snatched from us under land to tiller act as well as under the conspiracy of distress sale. our religious places were encroached, damaged and destroyed and also name of villages ,towns and other places were changed against our wishes. Hence, our return to valley at this stage is neither logical nor feasible. 1. Kashmir issue continues to be on volcano, it continue to be on the dialogue table between India and Pakistan , viza-viz with Huriyat and other separatists . State and central Govt; as well as politicians running the polity of the country have directly or indirectly accepted Kashmir as disputed issue .The united Nation is still involved in it. The political demands of so- called secular organisations and separatists of the valley like autonomy, self rule ,azadi continues to be on high pitch .Kashmiri Muslims in particular fundamentalists are non -serious towards return of KPs who have already negated our co-existence in the valley. The mood and temper of majority community in the valley, in particular, fundamentalists clearly indicates that they dont prefer or like KP,s to get re-settled in the valley either in townships ,previous locations or any other place because of their broader fundamentalist and separatist agenda .It is necessary for the said re- settlement to have quantum of good will of majority community for ethnically cleansed minority Hence these important points needs to be pondered before initiating any step towards return move of the community and also keeping in mind that it was not only gun which forced KP,s to leave their homes and hearths. It is also important to keep in mind whether our displaced KP youths are in general willing and ready to reside and resettle in these proposed townships ,twin cities or at previous locations under present circumstances when they are adjusted with National main stream . Also it is important to see whether these displaced KP youths who are brought up in peaceful Indian culture, nationalist environment and in open atmosphere are ready to face and confront with Kashmiri Muslim youths who are brought up under gun culture,fundmentalistic and anti- national atmosphere .Perhaps answer will be negative. As per KPC point of view is concerned the whole exercise of return carries no weight and relevance till un- answered question of KP,s exodus is cleared and victim community of KP,s come to know the reason about the failures of protecting the tiny minority of KP,s in the valley and reason of KP,s mass-exodus after appointing the commission of enquiry for the same. it is also very important to see whether those who have to actually return to Kashmiri valley to reside and re-settle after leaving all displacement benefits and privileges are being really settled at par with other citizens with all fundamental , economical ,political ,religious and social rights.,Besides prosperity, are they being given freedom to exercise and enjoy their rights as free Indian citizen in Kashmir valley. It is very unfortunate that all organizations of our community carries ahead of their own hypothesis , unmindful of its meaning, actuality and results generating wrong signals for Kashmir watchers at national and international level, having far reaching ramification on our community. Hence , it is very important to have joint decision and consensus to go ahead with the issue of our return. Another important point is that no doubt at particular townships ,twin cities or at previous locations houses to be constructed to our likeings,but not a home socially viable, environmentally fit to our longevity. KPC is of the firm view that we must not make hurry and act foolishly which would turn our community again to live of nomadic existence,job hunting, hankering after relief and turn community again like beggers and also become soft target for militants in the valley. No doubt Kashmiri Pandits have to return to the valley but that return will not be ordinary one, that would be return of ethnically cleansed minority, that would be return of indigenous people to their birth place and return of a religious minority which has been prosecuted by the majority community. Therefore KP,s return and rehabilitation has to be in very clear cut terms and conditions. As per KPC is concerned there seems nothing wrong, under present circumstances, if the Displaced KP,s are to be rehabilitated consolidatedly with writ of Indian constitution in Kashmir valley.. To achieve this goal, let us all come together to form joint co-ordination committee to make joint memorandum for submitting to new Prim Minister of India which include following important demands after deep consultation with each other. 1.Rehabilitation and re- settlement of displaced KP community to be made at consolidated place in Kashmir valley with writ of Indian constitution with institutional and constitutional guarantees. 2. The commission of enquiry to be constituted to probe about mass- exodus, death and destruction of the community. 3.. Abrogation of article 370 at the earliest. 4.. Passage of KP,s temple and shrine Bill as well as protection & promotion our heritages. 5. Responsible culprits, persons and parties to be booked under law who have killed crime of the community in the valley during turmoil .Also reasons needs to be probed whey action against these culprits was delayed by the Govt. of J&K. 6..Nulification of distress sale of displaced KP,s property in the valley.. 7..Political empowerment to KPs which include three MLA,s,one MLC, one RajSabha seat and proper representation in other forums. 8..Benifit of PM package to be given to displaced KP,s at present locations of displacement. 9. I.D.P status to internally displaced KP,s must be on the top agenda of the Govt. 10. Employment to educated KP youths and rehabilitation package for over-aged youths of the victim community. 11..Minority status to KP community is long pending demand which needs to be considered at the earliest. 12..Permission to all Hindus including KP,s to visit Sharda temple in POK and maintenance of the temple to be authorised to Kashmiri pandits.. 13.Construction of Jagti type quarters at New Delhi for allotment to homeless KP migrants residing in Delhi as well as in NCR. 14.Cashless cards or financial aid for treatment of fatal diseases. 15. Solution of the problems of traders and agriculturist of Displaced KP community.. 16..Transfer or adjustment of PM package female employees of Kashmiri valley in safer zones of Jammu region
