The city has been gradually removing all downtown car-pool parking spots, some of which were temporarily eliminated by a string of construction projects, including the Central Corridor light-rail line and the new Penfield apartments. The city maintained 224 free downtown parking spots for car poolers until late last year, when city officials announced that the permit parking program was being cut in half. Now, the other half will gradually disappear, as well. The permit parking program was launched by Metro Transit, the metros regional transit authority, about 20 years ago. Because were slowly phasing them out, you may still see a few street signs for car-pool parking, said Dave Hunt, a spokesman for the St. Paul Department of Public Works. But the intent is to eliminate on-street parking for car poolers. The alternative for those who carpool is to use the ramps downtown that offer discounted rates for car poolers.
