The construction industry is a disgrace. All statutory industry training boards were abolished except for the CITB as even Thatcher knew they wouldnt train anyone without force. But the CITB has not had the clout to enforce the high standards the industry needs. Mass sub-contracting and enforced faux self-employment for workers who were really employees (aided by a special tax regime that recognises this fraud) has not helped. The industry is riddled with rip-offs, slow payment and incompetence.
