The contaminant levels which are permitted under environmental regulations are basically measured in the EPA Laboratories. Most of the times the concentrations measured in the EPA laboratories are much higher than the actual concentrations and the EPA laboratories chemist exaggerate the actual levels.. Hopefully the toxic metals and toxic organic compounds levels are too low to harm human being , but are high enough to harm small mammals such as black and brown rates, house mice , homeless dogs and cats and other insect pests. In fact Arsenic compounds were used in the old days as antibiotic before the discovery of penicillin. But if an important official from the New York government was living there things would have been different.
