The country is in trouble. Elections under the present Constitution will not solve the problem; the only answer is genuine and meaningful constitutional reform. Should there be an election tomorrow under the present constitution, given the demographic distribution of this multi-racial, multi-ethnic society coupled with the electoral system of first past the post, you can predict the results. One or the other of the racially based Party will be in the Government and the other will be in the Opposition, and they will continue as they have been doing for the past 50 years. The moment the new Government gets into office they will turn their backs on their promises to the people, and the people can do nothing about it. The reason for this is because the Constitution gives the Government control the Parliament and so they can vote any amount of money they want and do what they want with it. The first step is to separate the Government from the Parliament. The people, through their Parliamentary representatives must control the Government. The new Constitution must separate the Government from the Parliament. No Minister should also be a Member of of Parliament. Without that provision all other changes are meaningless. Let us commit ourselves to the struggle form meaningful constitutional reform before the next elections.
