The culture of chefdom is what have brought the country to its knees. We have had scandals that should, if there was oversight , have never happened, Salarygate, War Victims compensation fund abuse, Noczim, Ministry of Construction, Grain Marketing board to name but a few. The technocrats were either afraid to challenge ministers on some of their corrupt tendencies and some ended being privy to the party. This is because the politicians became the law of the land and civil servants became mere lap dogs. Corruption in the civil service was a result of total disregard of the rule book by the ministers. My analysis is that most of our problems stems from a host of factors which include: 1. The one party rule experiment. This was not an ideal that Zimbabweans fought for. We needed to accommodate different political view and not stifle any political discourse. 2. The structure of Zanu PF itself is problematic. It does not hold any of its leaders to account and when anyone tries to offer a divergent view they become an enemy. Sometimes to the point that their days are numbered. There is no room for renewal in the party thus we still have the same old people after three decades as if they are the ones that only fought for the country. 3. Our failure to understand the importance of the human resource. We speak so much about our other resources like minerals but not seem to care much to the tragedy that are affecting our most important resource. Cholera, floods, hunger, shelter problems does not seem to bother anyone in authority as long as it does not affect them. That is difference with other nations. Unless we seriously tackle some of these problems we will always be approaching the west with a begging bowl. We can only become powerful like them if we put effort in learning why they are were they are. The secret is the rule of law. With the rule of law you know you do not fear to be arrested for some trumped up charges with no recourse legal representation. No intimidation from the police. The state guarantees you some basic life essentials at least.
