The current election campaign is a pointer to the state of the polity. Though Dr. Manmohan Singh talks of "reforms" the Rupee has sharply declined in value and the economy is in doldrums. The expected foreign capital has not poured into the Indian economy, and inflation is high. The PM has had to deny any similarity between the 1991 economic crisis and the current economic downturn. One thing is common though. There were crises both in 1991 and now. Even the planned welfare measures like the foodgrain subsidy of 25 kg per month is not enough. Other parties have strongly argued for 35 kg per month. Social movements have called for a 50kg allowance per month. Rehabilitation measures are being opposed. Volunteers opposing the Posco project which would devestate tens of thousands acres of prime land in Odisha, are facing severe repression with no support from the Union government. But economics is intimately connected to politics. The press has reported that many critical papers relating to coalgate in which the PM is accused are missing. The scandal over DLF land and super profits accruing to Robert Vadra is still in the news. As many activists have pointed out India desperately needs electoral reforms. Until then corruption immiserising the poor and middle class will continue go grow. Policies not speeches are urgently required.
