ISIS is selling stolen grain back to the government from which they stole the grain (re-hypothecation, i.e. double-dipping)? ISIS is collecting taxes (from conquered citizens) and has their own brand of government extortion too? Sounds (already) like an (already) fully-fledged country to me (already).
