The difference between deputy president and acting president. If the president is out of the country and his deputy is in charge,hes in charge as the deputy head of government and cannot perform presidential functions without the consent of the president. The president while away is recognized and treated as the president of Kenya. When the deputy president is the acting president,he can perform all duties set for the president unless the constitution says otherwise without necessarily consulting the president. The president while away cannot perform presidential duties on behalf of Kenya and cannot be accorded presidential status at all. When the president is away and the deputy assumes the heads role,there is no appointment done and no legal papers signed. While he appoints the acting president,the above process is a must. Those saying uhuru appeared in ICC as the president of Kenya can upload photos of him inspecting a guard of honor, him riding in a presidential vehicle and above all a aide walking behind him.
