The elegant opener for Scott 3, “It’s Raining Today” rightly holds a place as one of Scott Walker’s most striking ballads, eventually providing the title to his long-overdue first American compilation in the 1990s. Walker’s ability to capture of a mood of doubt and desolation matched with music at once in a formal pop style and quietly creative stands to the fore here. With a soft, weirdly distorted orchestration providing the queasy backing texture to the subtle guitar/bass lead melody, Walker then delivers, with his usual aplomb modified by slight reverb on his voice, a vision not merely of a rainy day but of a love gone wrong. The sudden switch to a traditional, slightly melodramatic orchestration is an inspired touch, almost like a sudden focus on someone else, followed by a return to the initial arrangement and another distanced view of “the street corner girls, the cold trembling leaf.”
