The entire concept of how fines pay the companies installing and operating these cameras goes against every ethic I have been exposed to over the last 45 years. Anytime you mix the assement of a violation with the potential for profit, a confict of interest exists. Yes, a law enforcement officer makes this judgement but again, their performance is not based on how many accidents are prevented, but how many violations are identified.
