The first 4-H Club in Leavenworth County was organized in 1914 in Kickapoo Township by Tom Cahill, the son of Irish immigrants and principal at Junction School, near Lowemont. Cahill conceived the idea of giving school credit to farm children for the work they were doing on the farm. When the State Extension Service learned of his plan, they asked him to develop it into the 4-H program. Cahill was employed by the state, through the Farm Bureau, to organize 4-H clubs in Leavenworth County. Later, Cahill served as Clerk of Leavenworth County for 24 years. Cahills sister, Frances Pierron and her husband were 4-H community leaders of the Bell 4-H Club for over 20 years .
