The first licensing law regarding pubs in England was passed in 1495 during the reign of Henry VII. Rising levels of alehouses and drunken behaviour led to parliament passing a statute which decreed that any two Justices of the Peace were empowered to reject and put away common ale-selling in towns and places where they should think convenient and to take sureties of keepers of alehouses in their good behaviour. This Act of Parliament proved to be the foundation for which modern legislation regarding pubs and bars has been expanded upon.
