The floods in AJ&K and Punjab have evoked various responses from experts from varied disciplines. Governments performance has been criticized on many counts, some criticism is justified. My concern is that these incidents need a proper and detailed analysis and in consequence a detailed plan needs to be prepared . Firstly these are climate change induced incidents , secondly these are random incidents. If you recall there has been at least four which incidents in the last 8 years or so . These occurred due to very heavy rains fall : in western Rivers catchments; main Indus River catchment; eastern river catchments ; and one in Sindh and Baluchistan where exceptional rain fall in areas that receive scantly rainfall caused flooding. As you will already notice that these are separate incidents in their effects and for each there needs to be an unique, special and separate solution . To this fray I would add the desperate need for the nation to have water for agriculture and relatively cheap power from hydropower sources, also I would Add the depleting aquifer in central Punjab that provides as much water as does the irrigation network , this needs to be recharged . The above are factors that need consideration a detailed analysis and a detailed plan needs to be developed, such a plan I understand is already under preparation , when costed this will be much beyond the capability of the Government to finance , we need to work out our priorities and invest wisely .
