The following are chronological City and County Meetings and where we are so far regarding the Parkwood water system. hopefully People realize that while all these meetings are going back and forth between the County and the City the residence of Parkwood are losing their landscape. It’s depressing to look at my yard and seeing it look more like the dead of winter landscape then a green summer landscape. All the landscape my wife and I put together in our yard are dead and I mean dead, dried up and looking more like a desert scene. Residents of Parkwood this is your time to let the Board of Supervisors and the Madera City Council know how dire our water situation really is AND SHAME ON ALL THE RESIDENCE OF THE PARKWOOD AREA WHO CONTRIBUTE TO OUR LOW WATER PRESSURE AS YOUR WATERING ALL YOUR YARDS AND LANDSCAPES NIGHTLY….. 06/11/2014 MADERA CITY COUNCIL MEETING: Mayor and board members are upset that no one from the County representatives is present to discuss the approval of the Tie-in between the City/Parkwood area water system. The board also wants other provisions guaranteed before final approval. So the vote is postponed until the City Administrator David Tooley can meet with the county’s CAO Eric Fleming to work out the city’s differences with the proposed agreement. 06/17/2014 MADERA BOARD OF SUPERVISORS: Agreement between City and County are approved by the Board. A Temporary Tie-in between the City and Parkwood water system which would be removed upon the Parkwood water system ability to supplying water to its residence. The terms of the agreement are as follows: -- All costs to the City would be reimbursed for any work and water supplied -- get bids from private companies to either deepen the failing well or replace it and have a contract ready for either obtain within 60 days. -- Also within the 60 days the County will provide proof that within a five-year plan to maintain a second well in redundancy of whatever primary source is Chosen for the Parkwood area. -- 10 month term of agreement unless both City and County sign off on the early termination -- Water would be supplied to PARKWOOD unless the City finds itself low in water which would result in intermittent service to Parkwood residence. -- Parkwood would remain on Stage-4 (no outside watering allowed) 06/18/2014 CITY COUNSIL MEETING: Members from the County were present in case the City Council needed any other questions answered regarding the City/Parkwood Tie-in agreement. After several persons spoke a Spoke person for C.D.P.H. went up to the podium and stated that the only problem she saw was that the Tie-in equipment needed to connect water between the City and Parkwood was to remain even after the City no longer supplied water to the Parkwood area. Since the C.D.P.H. will be providing funds to provide water to the Parkwood area their requirements are that any equipment placed will remain and not removed. The City will not agree to a permanent tie-in to the Parkwood area so the solution is returned back to the county to come up with the money for the “Temporary Tie-in” equipment. So on Tuesday the 24th of June at the Board of Supervisors meeting on agenda: 13. Discussion and consideration of entering into Intertie Agreement with the City of Madera, for an emergency water connection for Maintenance District No. 19A and 19B, Parkwood. 14. Parkwood Emergency Water. a. Discussion and consideration of approval of a Transfer of Appropriations No. 13-116, in the amount of $50,000.00, transfer from Buildings and Improvements to Professional & Specialized Services. b. Discussion and consideration of approval of a Transfer of Appropriations No. 13-116, in the amount of $25,000.00, transfer from Equipment to Professional & Specialized Services. c. Discussion and consideration of approval of a Transfer of Appropriations No. 13-116, in the amount of $15,000.00, transfer from Buildings and Improvements to Professional & Specialized Services. d. Discussion and consideration of approval of a Transfer of Appropriations No. 13-116, in the amount of $10,000.00, transfer from Equipment to Professional & Specialized Services. And if the Board of Supervisors agree to the above then the agenda will be placed on the Madera City Council meeting for final approval and the Tie-in to Madera City water will be finalized and initiated – *hopefully if no other items arises.
