The following bills were also signed by Governor Brown this weekend: AB 60 - DRIVER’S LICENSES FOR UNDOCUMENTED CALIFORNIA RESIDENTS This bill will mandate the Department of Motor Vehicles to provide access to a driver’s license for all California residents regardless of immigration status. The driver license will be marked on the front and back of the card to comply with the Federal Real ID Act. AB 60 officially goes into effect on January 1, 2015. AB 4 - TRUST ACT Prohibits law enforcement officials from detaining an individual on the basis of a United States Immigration and Customs Enforcement (ICE) hold after that individual becomes eligible for release from custody, unless specified conditions are met. AB 35 - INTEGRATION OF YOUTH APPROVED FOR DACA This bill seeks to: (1) enhance consumer protections for youth applying for DACA, (2) codify that DACA approved individuals are eligible for unemployment insurance benefits and a California ID. AB 10 - MINIMUM WAGE INCREASE This bill will increase the minimum wage to $10 in two increments by January 1, 2016. SB 141 - RESTORING HIGHER EDUCATION ACCESS AND AFFORDABILITY This bill closes a loophole in AB 540, restoring access to California colleges, universities and scholarships, as specified, for children who are U.S. citizens, but are forced to live abroad as a result of their parent’s deportation. SB 150 - NONRESIDENT TUITION EXEMPTIONS Authorizes a community college district to exempt students attending community colleges as a special part-time student from paying nonresident tuition.
