The following interpretation request was emailed to the rules editor on Friday, August 9, 2013. If anyone really KNOWS the correct ruling, send it on. We have no shortage of opinions. My assumption about a targeting foul being considered flagrant may not be valid as pointed out by one of the knowledgeable elite on the distribution lists. [email protected] The following play is governed by 8-3-4-a: PLAY: Try on B’s 3. B96 blocks the try. B44 recovers and is tackled by A84 on A’s 30. A84 is flagged for targeting and disqualified. Replay shows that A84 should not have been disqualified. Thus, A84 is not disqualified. COMMENT: If the foul was targeting, it is reasonable to assume that this foul is considered flagrant and the 15-yard penalty would be enforced on the succeeding kickoff or at the succeeding spot in extra periods. However, if replay rules no disqualification, then we don’t have a flagrant personal foul, only a personal foul, which would imply that no 15-yard penalty would be enforced on the kickoff or in extra periods. QUESTION: If the targeting aspect of the foul is reversed, is the penalty still enforced on the succeeding kickoff or at the succeeding spot in extra periods?
