The former Minister of Foreign Affairs of Switzerland thinks that it would be better for Switzerland to accede to the EU rather than negotiate another framework treaty. The reasons for this are: 1. treaty negotiations with the EU are lengthy. 2. in order for the third State to access the EU market it needs to implement EU law in its domestic system, and this without even having had a chance to take part in the (internal) decision-making process. Maybe it would be worth highlighting this in the UK which somehow hopes that once outside the EU it will be free and yet able to benefit from the EU market. Interestingly the former Minister also believes that there might be a possibility for the EU to be shaped in concentric circles with a EU hard core and a EU light. In fact we already have this with the enhanced procedure (Title III of the TFEU), so she might be referring to three circles.
