The front lines in the global war against terror may ultimately be international courts, where professional terrorists acting through shysters will attempt to use the law to gain the victories they are incapable of obtaining on the battlefield. In the coming conflict with ISIL, a major strategy of the terrorists will be to invite civilian casualties during the military phase of the conflict, so that a legal action may be undertaken afterwards with a greater chance of success. Hamas and its defenders are already providing classic examples of the litigant who runs a red light, throws himself in front of a car and then demands that the driver pay for his injury.
