The good people of Concern Citizens of Chereponi i salute you. my submission this afternoon is indeed a reaction to the earlier submissions submitted by my learnerd fellows Aremyao Danwaana and Ismail Abubakr Sadiq Buba on the subject matter development of the area, the role of the MP or not. A heated debate like this becomes interesting when other debtors also inject their injectable and comprehensive submission to make it lively. my friend Aremyao Danwaana stated categorically that the basic function of the MPS is to make laws. fair enough i concur with him absolutely without an iota of doubt.besides, Mr. Aremeyao as a Government Tuttor is obliged to educate us on the primary function of the MPs.however,The 1992 Constitution of Ghana, in Article 252 provides that Parliament shall annually make provision for the allocation of not less than five percent (now 7.5%) of total revenues of Ghana to the District Assemblies for development; and the amount shall be paid into the District Assemblies Common Fund (DACF) on quarterly installments. This is reinforced by provisions in the Local Governments Act, 1993 (Act 462) and the District Assemblies Common Fund Act, 1993 (Act 455). Article 295 (1) of the Constitution defines District Assemblies to include a Metropolitan and Municipal Assembly whereas a District is defined by the Local Government Act, Act 462 of 1993 as meaning the area of authority of DA and includes a municipality and Metropolitans. Although the above definitions do not mention constituencies which are the domain of MPs, the 2007 DACF Utilization Guidelines mandates that 10% of each MMDAs share of the DACF to be retained as a Reserve Fund. Out of the 10% Reserve Fund, the MPs Parliamentary Constituency Fund constitutes 6%. Based on this, the MPs are by law accountable to thier constituents for the 6% reserved to execute other projects that are of prime importance to the people. per this clause, Ismail Abubakr Sadiq Buba is not far from demanding to know what his mp has done and what he is yet to do. i was even more delighted when my brothers Sk Orlando and Cisse Wakaso Baba Yara came out to update us on what the Mp has done and what he has in stock to do for the constituency. i think both Aremyao Danwaana and Ismail Abubakr Sadiq Buba are on the right course. these are the kind of submissions we should be submitting so that we can put our leaders on their toes. finally what is more disturbing is why the ghanaian people have made it appear that the primary function of the Mp is to Bring Development either by hook or crook. no wonder during general elections you see people saying lets vote this MP out coz he has not brought development to the area. it is too sad to propagate this kind of information for poltical victory. remember if you do that definitely the electorates may vote you as MP. equally it is the same 6% no less no more that would be given to you. however your people would automatically expect you to preform far more then your predecessor.situations would even become worrying when you are the type who have no skills in lobbying for extra developmental projects . though some MPs bring lots of dvt to their areas based on how skilful the MP is in lobbying .if your mp cannot lobby then forget it and rely on only the 6% common fund. may allah give us the understanding spirit to move the only land we have in Ghana forward. history would tell you that the Anufors were the greatest war lords when it comes to conquering tribes and lands. unfortunately we conquered more lands for other ethnic groups but could not own more. the only one we have must be guided and guarded with what ever we have in stock be it human or natural. this historical history should be a lesson to us to live peacefully irrespective of our political affiliation
