The government of Mozambique has been applying the practice it calls Open and Inclusive Presidency since 2005. This includes holding a series of rallies around the country and inviting people to speak out in public or to present their ideas to a presidential delegation. President Armando Emílio Guebuza says the purpose of the initiative is to increase participation, accountability, transparency, equity and inclusion.
