The great wall of Ice failed just like we said it would and so too will the cement wall, they cant build a concrete tank around the reactors to stop the leaking. there tactic despite what they say has been to use the ground water to there advantage. After building the retaining wall raising the level of the ground water in hopes to keep cool the runaway molten core. As Fukushima is still flushing its melted cores to ocean its a plus for tepco as it is helping in bringing down the radiation levels in the buildings.
