The idea behind consolidations was to achieve greater efficiency and savings. To that point, the Legislature consolidated 12 health and human services agencies into five in 2003. And if the Sunset proposal succeeds, those five will be consolidated to one. Those goals need to be re-examined in light of recent contract scandals. ~Statesman Editorial Board HB2292(R)2003 never produced savings and truly was never intended to do so. It was to create privatization of the system. The bill came through the Appropriations Subcommittee on HHS. I argued it wasnt good then; and argued for greater accountability before outsourcing. My legislation was stalled in the Government Reform committee and fell on deaf ears. NOW, THAT LIGHT SHINES ON PRIVATE CONTRACTS, WHO DO YOU THINK WAS RIGHT !?!
