The ills /rot of the FCT When the news of cabinet reshufflement filtered last week, everybody expected that the list of the sacked ministers will include the non-performing ministers, but little did we know that the 2015 game is up. When I flipped through the list I become saddened when I could not see one name, the name of Bala Mohammed, the FCT Minister, it was then clear to me that our No 1 man, has missed it again, For those that may argue me, I will take a trip to unveil some certain issues we may not like to hear. Let me start with the debt profile of FCT, I happened to be a dedicated contractor with the FCT, I would like to take myself to sample an instance, in last 3 years some contract/ projects that are budgeted for and funded are yet to be paid, and projects that are not in the budget are funded 100%, permit me to let know you that the debt profile of local contractors in FCT is close to 97 Billion Naira, these are projects that budgeted for and provisions made both in the statutory and National budgets. One will asked what happed to the funds allocated to these projects and if FCT gets their allocation why would the Ministry owe Nigerians its citizens such a whopping sum. The surprising thing is that the ministry when attacked by the press last week, on why they are yet to commence procurement exercise for 2013 fiscal year, they forgot that they are owing contractors they hurriedly went ahead and advertised for projects. In FCT today it is very obvious that there are lots of abandoned project scattered all around the city including the suburbs, for example in Miatama just opposite the Maitama General hospital, is school project started about 8 years ago which ordinarily should enhance effective learning , but as it is today, it is a project yearly budgeted and funded on paper, I will also take you on a trip to College of Education Zuba, The FCT has under the able leadership of Bala Mohammed, made it impossible to fund the projects in that school and this has made it impossible for the School to relocate to the permanent site instead they still remain at the temporary site, a visit to the site to interact with some of the contractors revealed that the FCT has refused to pay them over a year now and this has hampered the progress of work despite the fact that they have raised Certificate of Valuation . A visit to Lower Usman Dam revealed that the FCT has abandoned a housing project after paying a contractor the sum of about 174 Million Naira for a shabby project. In area 3 the Govt Technical College there are lots of abandoned project ranging from Hostel blocks to classroom block. In infrastructure the ministry has not done any meaningful project to open up districts so as to decongest the centre from Area one to Gudu to the kurudu, etc the only existing roads are the ones built by the previous ministers. On health the only existing general hospitals in Fct are the ones built during the Military era, FCT under the administration of Bala Mohamed is not lifting the face of health care even when the population of FCT inhabitants is increasing. Transport is a program of deceit in FCT as it stands today, the White Elephant Abuja light rail system is yet to take off, given the fact that the Chinese Govt has granted a loan of about 500 Million Dollars. What baffles me is the high debt profile of FCT especially to the Local contractor which has the link between the Govt and the masses are being for years, very unfortunate. My major concern is fellow citizens who took loan from banks to finance these projects. In all a fault the cabinet reshufflement of the president if the Minister Alhaji Bala Mohammed is still in office.
