The imperative to evaluate and demonstrate results and effects already presupposes that the goal of policy is the optimisation of efficiency. However, as long as democracy is irreducible to a formula, its composite values will always lose this battle: they are much harder to quantify. This article is a great read in to the future of algorithmic regulation, the path which we are set to take, and smart cities. Prof. Kuldeep Mathur in his brilliantly written book, Public Policy and Politics in India, forewarns this debate much in advance. He says : There are very few openings that have increased our understanding of HOW policies are shaped and designed. Social scientists need to fill this gap in our understanding of how state institutions function particularly when we understand that POLICY IS A POLITICAL STATEMENT and NOT A TECHNO-RATIONAL OUTPUT OF STATE ACTION. For instance : When the government is too slow to move at Silicon Valleys speed, they simply move inside the government. Thus, Jennifer Pahlka, the founder of Code for America and a protege of OReilly, became the deputy chief technology officer of the US government – while pursuing a one-year innovation fellowship from the White House.
