The issue of non payment of wages to NREGA workers was raised in LUDHIANA District and Vigilance Committee by me and supported by MLA Bharat Bhushan Ashu ji and MPs Ravneet Bittu ji and Harjinder Singh Khasla ji.... as per MNREGA act payment for work done by worker has to be made within 15 days....it is not just a moral binding but a constitutional binding , its violation and a matter of breach of trust.... can be prosecuted under section 406 of IPC... technically Punjab government should be prosecuted for delays as if central government has released payment in time....crores of rupees of payment of poor workers are being withheld and now for last seven months ever since new central government has come into being not a single day work has been provided to nrega workers and presently there is huge desperation for daily wages..... NREGA during UPA was source of assured livelihood which is totally missing now....as DV&M committee we have passed resolution to seek legal prosecution for delay in payments.... also district officers have been directed to assist those NREGA workers whose payments are due to register complaints on the online portal of NREGA.... in punjab NREGA which could have been lifeline for rural poor for livelihood is most poorly implemented with total absence of local redressal mechanism ...in punjab neither state level vigilance committee exists nor there is any ombudsman as mandated by MNREGA act...... However our valiant effort was probably highjacked by crafty maneuvers of district administration who have managed damage by selective reporting in press today.....
