The law does not distinguish between a famous sportman and a common man living in the squatters area. The BIR is right to garnish all his(Manny Pacquiao) banks accounts to stop him from wiring abroad and get away with his responsibility to pay the tax. Anyone can help the victims wether you are poor or rich. The bible said that a poor man who gives a cent that comes from the heart is better than the rich man who gives thousands just to show off. Something like that…I cant quote the complete bible passage because I am not good on it. If he promised to help the typhoon victims, he has no limit to help them. But he must ensure that he paid his tax dues. Taxation and Charity is a different matter. It has different direction. Taxation is a responsibility for an individual to pay what he got from his earnings level, and Charity is the intuition from benevolent people to help others in need.
