The law on Peoples Initiative to craft legislation states that signatures should reach 3% of total registered voters per district and 10% of total registered voters nationwide. Because the Peoples Initiative to Abolish Pork recognizes the need for a buffer against spoiled forms and, yes, fraud or nit-picking from some Comelec offices, the marching directive to ALL orgs involved is 15% of all registered voters per district and a nationwide target of 6 million signatures.
