The libertarian in me detests such a policy. The angry jerk in me welcomes it, as the culture of begging benefits no one in any real way and leads to more and more problems regardless of any claims of good intentions. For the beggar, its all about an easy buck--and a lot of them, and like other pests they will multiply and go to where they get the most the easiest. For the giver, its almost never about the beggar but about themselves, achieving a fleeting sense of self-satisfaction for having acted as an enabler to someones destructive and nonproductive tendencies.
