The link between crime rates and incarceration was examined recently by the Public Safety Performance Project of the Pew Charitable Trusts, which showed that between 1994 and 2012, Ohio experienced a 23 percent drop in the overall crime rate but a 17 percent increase in the prison population. State lawmakers have in recent years passed a host of laws adding offenses or increasing prison time for existing ones. Reform efforts to rein in the growth have helped, but the slow creep in prison population continues.
