The lower east side of manhattan, for example, is hardly a high-crime neighborhood. Its also one of the whitest places in the western hemisphere. Stop and frisk instances there were almost exclusively black for 2011-12. Take a trip to a predominantly black neighborhood in New York. I lived 1 block from the police station. When my apartment was robbed, it took the police 45 minutes to respond. But they had plenty of time and resources to post two cop cars at the Classon Ave G train station on Friday nights waiting for people to exit looking suspicious. If you were black, or Latino and looked like you were less than 30 years old, they pulled you aside. Two officers acted as effective bouncers pulling these kids aside and holding their IDs. They would be directed to wait on line to be searched by the other two officers. Only after they submitted to the search, could they get their IDs returned. In 3 months I saw exactly 3 people get arrested this way, two of whom because they refused to show ID or submit to a search. It was used in every burrough in effectively the same way. This was not a special case. This was - by all statistics we have - representative and typical of the program.
