The man who was shot and killed by a Wenatchee police officer Dec. 12 at the Taco Bell drive-through was high on methamphetamine at the time, according to a report on the shooting released Thursday. The officer who shot the man, apparently while being dragged by his vehicle, declined to talk to investigators. The report, which was dated April 8, has been forwarded to the state Attorney General’s Office for a ruling on whether criminal charges should be filed against Wenatchee police officer Scott Reiber.
