The naive position taken on VAT RULE 18 by Mr. Isaac Ngoma, President of the Economics Association of Zambia (EAZ), is deeply troubling. In response to your simplistic statement, Mr. Ngoma, a simple request for clarification: If Company X in Zambia purports to export to Company Y in Switzerland when, in fact, Company X and Company Y are owned by the same (legal) person, should that qualify as an export for tax purposes? Your suggestion that every consignment of goods across Zambias borders is, ipso facto, an export suggests a total lack of intellectual firepower or a complete lack of scruples. The EAZ should not be made to associate itself with such ignorance and/or duplicity. Mr. Ngoma should resign his position forthwith to preserve the EAZs standing.
